EST is attempting to take over sovereignty of 9UY with the help of Finite Horizon, Veto, Ethereal Dawn, Atrocitas, Without Reason and the Coalition of Carebear Killers. As with most such attempts, this involves a combination of POS spamming and POS assaults.

In a nutshell:
There are roughly 5 hostile dreadnoughts in 9UY as well as a supporting fleet. The supporting fleet continues to attempt to lock down the system with bubbles. The defending fleet is making effective use of hit and run tactics in order to make life expensive for the attackers.
I believe that one U'K POS has been destroyed, and another two are in reinforced mode. Two EST towers have also been put into reinforced mode. Additional information about the status of the sovereignty claim for the system may be obtained privately.

My guess is they pop some POSs, maybe claim the outpost for a day or two, do some chest-thumping, then run off before the real work sets in.
Given that the preparation for this assault dates back at least one month, it seems unlikely that the sole goal is a few days worth of fun. And given that the attacking coalition includes EST (a well-known user of a large capital ship) and Ethereal Dawn (a producer of capital ships), it would not be unreasonable to conclude that the ultimate aim is to establish a capital shipyard in 9uy.
